However, a new round of conflict occurred during which Thailand is hosting the 33rd Southeast Asian Games.

On 21 August 2025, the Secretariat Meeting of the Cambodia–Thailand Regional Border Committee (RBC) was convened between the 5th Military Region of Cambodia and the 1st Army Area of Thailand. The two sides agreed to conduct part of the meeting via online beginning in the morning and continuing throughout the day.
Both delegations reached agreement on several points and will continue discussions on the remaining issues until full consensus is achieved on the meeting minutes, in preparation for the Extraordinary Meeting of the Cambodia–Thailand RBC scheduled for 22 August 2025.

While Thailand has declared that the continued detention of 18 Cambodian soldiers is in accordance with Common Article 2 of the Geneva Conventions insofar as a party can hold POWs until the end of the conflict, it does not demonstrate good faith in the interests of securing peace and the cessation of hostilities.
Under the convention, POWs must be released and repatriated without delay once active hostilities have ceased, so the continued detention of the soldiers, in the midst of a supposed ceasefire, suggests an intention to continue the war.

Serious question. From the Cambodian government’s perspective, the Thai military keeps provoking Cambodia with actions that contradict any stated desire for peace - like today’s barbed wire and tire barriers, or the Thai commander’s comments about taking back territory before retiring. If peace is the goal, why do this?
On the other side, I haven’t seen reports of Cambodia taking similar steps to provoke Thailand. Anyone?
Families Near Border Relocate Again Amid Ongoing Instability
ODDAR MEANCHEY— Several families from different villages near the border areas in Banteay Ampil District are relocating again on August 13 after being advised that the situation isn't stable enough for them to stay at home. They stop and set up temporary shelters in Bansay Reak commune in Samraong city, waiting for conditions to improve so they can return home. However, they said if the situation worsens, they will consider moving further, possibly as far as the Bat Thkav campsite in Chong Kal District, where they stayed after the July 24 clashes.
It has been 17 days since the Thai military captured Cambodian soldiers, while committing violations of the ceasefire agreement and international law. An analysis from Kin Phea, director-general of the International Relations Institute at the Royal Academy of Cambodia, demonstrates two reasons for such an act: keeping the soldiers as hostages and provoking Cambodia to violate the agreement aggressively.
