The second twin is an Earth bender and everyone thinks nothing of it as they're from the Earth Kingdom but one day realises they can also Water bend and the story can go anywhere from there.

Might be because I am a twin myself but I've always thought it would be cool to have an Avatar story following twins

They could grow up in the earth kingdom, they believe one twin is The Avatar as they can control Air and Fire but hasn't got the hang of Earth or Water just yet.
