Proposal: A Non-Military Strategy to Support the Iranian People
Mr. President,
This plan uses two of the regime’s greatest weaknesses against it: its control over information and its control over oil revenue. No troops, no bombs — just communication and money.
Phase 1 – Preparation
• Prepare 500,000 to 1 million Starlink terminals.
• Create an independent “Iran People’s Oil Fund” to receive all oil payments.
• Prepare defection incentives: $10 million for generals and $1 million for senior IRGC officers who publicly resign and stand down.
Phase 2 – Simultaneous Strike
• Distribute Starlink terminals across Tehran and all major cities.
• Announce that any country buying Iranian oil must pay into the People’s Fund, not the regime.
• Offer China a 25% discount to route payments through the new fund.
• Begin monthly payments of approximately $40–45 per citizen, registered through Starlink.
• Maintain all existing sanctions.
Phase 3 – Maximum Pressure
• Use naval assets to ensure no tankers sell oil to the current regime.
• Publicly broadcast the defection offers to IRGC commanders.
Phase 4 – Economic Rebuilding
• After the regime falls, invite international companies to build hotels, skyscrapers, and business districts.
• All projects are funded by selling stocks and bonds directly to Iranian citizens. Foreign companies are paid for construction and then exit.
• Citizens use their oil fund payments to purchase ownership, so Iranians own 100% of the new economy.
This approach breaks the regime’s monopoly on information and money at the same time. It empowers the Iranian people directly instead of enriching the clergy. It is significantly cheaper than military options and avoids turning Iran into another war zone.
