Let's start with these:
1. Introduce a mandatory program of transferring all government services to an online-only model, including closing down all the phone lines.
2. A nationwide ban on using cash and allow only the use of debit/credit cards and electronic payment methods. All transactions automatically reported to the IRS.
3. Allow the IRS full access to all bank and financial information and introduce pre-filled tax returns using that information. And automatic statements to taxpayers showing how their tax money is actually spent.
