In 1979 Scotland voted yes to its own parliament. It did not get one. 🏴󠁧󠁢󠁳󠁣󠁴󠁿👑🗳️
This is one of the strangest and most quietly bitter episodes in modern Scottish history, and most people outside Scotland have never heard of it. On the first of March 1979, Scots went to the polls to vote on devolution, on having an assembly of their own in Edinburgh for the first time since 1707.
They voted yes. Fifty two percent of those who turned out said yes. In an ordinary election, that settles it.
But this was not an ordinary election. A backbench amendment had been quietly attached to the legislation, and it said that the yes vote had to represent at least forty percent of the entire registered electorate, not just of those who actually voted. Not forty percent of the votes cast. Forty percent of every name on the roll, including people who had moved away, people who were ill, people who had died and not yet been struck off the register.
Scotland's yes vote came to just under thirty three percent of the electorate. So the assembly did not happen. The dead, in effect, had been counted as no.
What followed was eighteen years of a government Scotland had not voted for, and a slow, hardening conviction across the country that its voice could be heard and then simply set aside on a technicality. When the parliament finally came in 1997, the yes vote was overwhelming. The waiting had done its work.
A nation can survive being outvoted. What it does not forget is being told that its vote did not count.
