The priority here should be bringing the the one who morphed your image to justice. Reporting it to the police is the right course of action and that's exactly what Chinmayi told you to do.

Chinmayi isn't a law enforcement agency or a public authority. She has every right to choose whether she wants to get personally involved in a case. If she decides to help, that's her choice. If she doesn't, that's also her choice.

She isn't obliged to you to do everything you ask.

No private individual is obligated to participate in someone else's case. Holding the offender accountable is far more important than criticizing someone for declining to get involved.
