but in such pandemic situations, it is a pity to see how foolishly banks are reacting with people. She keeps regretting taking the card when it was not necessary to her. Now banks doesn't want to officially issue a letter of settlement, but wants her to pay first.

As you can see there is no mention of the words of final settlement or one-time settlement, in the email. How can such a email be accepted, so she asked the above mentioned person to issue a settlement letter, with that letter as proof, she was ready to go and make a payment.

All it says is Further to the discussions the Bank had with you, as a special case, we agree to accept an amount of Rs XXXXX against the total outstanding of Rs XXXXXX in which payment has to be made on or before below mentioned schedule, and it does not set any precedent.
