Let us breakdown the problems with @_shakenya failed fraud detection (SHA ERP), failed beneficiary management platform, non-existent Quality Management System and what the recently launched "Kenya Pharmaceutical Information System - Track & Trace."
1. SHA eClaims System - rejects valid claims but can pay ghost hospitals - Kshs 5B. Apparently SHA is currently procuring one after APEIRO failed to deliver a ghost-proof one.
2. Track and Trace (Kshs 2.5B) launched yesterday by @HonAdenDuale - this will also include Drug Utilization Review (Kshs 2.46B).
3. Quality Management System - Kshs 1.58B (enough to sort out KNH - NHIF arrears. Non-existent.
4. Training, Support and Customer Education (Kshs 7B) - all provider training has been via Zoom and Microsoft Teams. There is no evidence of training for public hospitals.
So while the CS Health @HonAdenDuale daily calls Kenyan hospitals cartels and Kenyan doctors fraudsters, who is protecting Kenyans from the actual ones? @citizentvkenya
We want public sector to thrive as well. In fact we have pointed out that of the 30B NHIF debt that you need to PAY IMMEDIATELY 23 public facilities account for Kshs 5.4B. KNH and MTRH alone account for nearly 10% of the debt. 83 hospitals account for 15.2B of the 30B debt. So in essence our call for improved health sector will benefit many public health facilities, as it should. On UHC since SHA began Private and FBO facilities have been responsible for about 70% of visits. If this number falls, we will focus on niche markets to decongest public hospitals and shorten waiting periods for certain procedures. No cheese 🧀 has moved. We have one health system. Why is there distress among small to medium tier hospitals in Kenya while the largest hospitals are largely silent?
CLAIMS:
In the last 10 months from October 2024 to Mid-August 2025, healthcare facilities received 4.5M visits and generated Kshs 93B in claims.
Level 3 facilities (health centers, nursing homes, sub-county hospitals) generated claims worth Kshs 16.8B. There are about 1980 level 3 hospitals in Kenya.
Level 4 facilities (Large Sub-County hospitals, Medium sized private and faith based) generated claims worth Kshs 39B. There are about 850 level 4 hospitals in Kenya. These are the engine and backbone of our health system.
Level 5 hospitals ( the largest County hospitals, large private and faith based hospitals) generated claims worth Kshs 22B. There are about 90 Level 5 hospitals in Kenya.
Level 6 hospitals (National Referral Hospitals) these are 9 if private and FBO are included. They generated claims worth Kshs. 12.8B
PAYMENTS:
Level 3 and 4 facilities (2,850 hospitals) - Kenya's "engine of health" have received about 50% payment (Kshs 27B) of the combined Kshs 55B claims they have generated.
Level 5&6 facilities (about 99 hospitals) have received 80% of their claims paid (Kshs 27B out of 34B in claims).
Last week, quietly Social Health Authority released 1.7B to the 99 Level 5&6 hospitals. There was no list posted on SHA website. The selective transparency is questionable. Was SHA afraid that there would be an uproar if a list showing just a few facilities sharing a billion plus (approx 170M per facility was made public?
A key concern here is the upside down nature of healthcare in Kenya. To achieve UHC and liberate our people from "poverty due to illness" we have to intentionally pay and protect the financial health of level 2-4 community health facilities.

Let us quantify medical fraud under NHIF and that under SHA. Below are 2 images, one is of the monies NHIF owed providers/hospitals as at September 2024. The total due was Kshs 30.9B. Private Hospitals - Kshs 17B. Public Hospitals Kshs 9B. Faith-based Hospitals Kshs 5B.
Take note of 2 lines (a) Under investigation (Kshs 2.1B) and (b) Under surveillance (Kshs 18M)
Then compare those numbers with those that of the other image that shows what SHA's porous system has managed in just 9 months (a) Kshs. 10.6B rejected (b) 12.7B Under Surveillance. So which system is being eaten alive by fraud? Be the judge. @StandardKenya@citizentvkenya@HonAdenDuale
Two plausible theories exist to explain this (a) Non-existent fraud firewall in the Kshs 104B AI system - using OTPs for 9 months is such low level security, we are surprised the techies from Dubai did not know that. (b) Since compensation to the consortium is service charge per claim, it may make sense for them to massage claim numbers. Over to you.

Yesterday we wrote about Trenya Hospital being basically a "hospital on a phone". Last night we sent an undercover team to search in BOSOTI SENGERA Ward, specifically the EGETUMBE area where the facility is allegedly located. We found what looks like a building under construction. No staff working, no lights connected, a ghost place. We demand answers from @Kmlttb_official, is there a laboratory you have licensed at Trenya? Pharmacy and poisons board @ppbkenya how are medicines being prescribed at this "facility?" The Subcounty officials in Kisii should explain does this facility report deliveries, deaths and births to KHIS (Kenya Health Information System)? @KmpdcOfficial a level 3A with 131 beds should have a theater and a back-up generator. Please explain the darkness at Trenya.
We are asking these questions because genuine facilities that are being denied payments while cartels at MoH are helping ghost facilities siphon money.
