其实，美国给日本的重建基金和伊朗有着天壤之别。

日本的代价很大：
是去军事化，解散皇军，永远放弃发动战争的权利（宪法第九条）；

拆散掌控日本经济的几大传统财阀。

进行土地改革，把地主的土地分给农民；

开放女权和全面选举。

而且这是一笔「债务」，需要还的。

可是伊朗的重建基金都是各种金主来出，用各种资源、建设来换，也可以约束伊朗。

伊朗的形式更像马歇尔计划，但是不以成为盟友和军事合作为目的——伊朗也不肯。
