1. Smith Augustin
Former Haitian ambassador to the Dominican Republic, later a member of the nine‑member CPT starting March 2024 .
The Anti‑Corruption Unit (ULCC) reported that Augustin, along with colleagues, demanded an overall bribe of more than $750,000 USD from Raoul Pascal Pierre‑Louis, director of the National Credit Bank (BNC), to secure his position .
As part of the scheme, Pierre‑Louis offered him and the other accused credit cards pre‑approved by the bank with ~$20,000 limits each .
Augustin denied the allegations, describing the bribe request as absurd and involving someone he barely knew .
2. Emmanuel Vertilaire
Former investigative judge, serving as a CPT member in 2024 .
Accused in the same ULCC report of soliciting funds or credit lines to help reappoint Pierre‑Louis as BNC board chair part of the same alleged scheme totaling over $750,000 .
He reportedly made purchases exceeding a million Haitian gourdes (~$‑couple thousand USD) using the bank‑issued credit card, which barely repaid any of the balance .
In February 2025, Haiti’s Court of Appeal ruled that the summons for Vertilaire was invalid citing presidential immunity while serving on the council though this immunity ends when his term does .
3. Louis Gérald Gilles
Former senator and CPT member beginning April 2024 .
Implicated in the same corruption case: ULCC says he participated in a May 25 hotel meeting where the bribe demand of over $750,000 was made with Pierre‑Louis and consul Lonick Léandre present .
He also received a preapproved credit card (~$20,000 limit) and made purchases totaling over one million gourdes, with minimal repayment .
Gilles, like the others, denied wrongdoing and remained on the council despite mounting pressure and criticism over his involvement in the bribery scandal .
