Tibetan Buddhism follows Indian Buddhism, not Chinese Buddhism, which it chose at the Samye Debate or Council of Lhasa (792–794 CE) between Indian and Chinese Buddhist teachers and their doctrines. Tibet's cultural roots are more with India.
