According Islamic Jurisprudence, Dar Al Kufr is a land that has signed peace treaty with Muslim authority (generally caliphate), and pays tribute, and classical Islamic jurisprudence in most cases (with exceptions) doesn’t allow Muslims to live in Dar Al Kufr and considers it Haram (forbidden). So when are you proposing mass emigration/Hijrah of Muslims to that “Muslim authority”?
