The wording was poor from IRCC, but this draw was not only for FSW candidates.
What they meant was "non PNP candidates". People admissible to ONLY CEC were invited as well (a few clients of mine were).

But CEC candidates were indeed inclided in the last draw

We know that from the pandemic and the CEC Draws.
If you don't invite FSW candidates, cut-offs drop (it went down to 357!)
This means that the majority of high scores are FSW candidates (which makes sense since the requirements are tougher to meet)
