The Harberger Tax is actually a misspelling of Harberger Tax. It is a property rights system designed that requires asset owners to appraise their own value, pay taxes based on the valuation, and sell the property at that price

Core mechanisms and objectives
Self-Valuation and Taxation: Owners regularly publish asset valuations and pay property tax based on the valuation proportion.
Forced sale rule: When any third party bids at this valuation, the owner must sell the asset unconditionally.
Design Purpose: Through a balancing mechanism of valuation and sale, it prevents inflated asset valuations, promotes resource flow to more efficient users, and improves allocation efficiency

怎么玩:
1. 抢空地：花 0.01 ETH 认领一个空地块，自己设个价格（最低也是 0.01 ETH）。
2. 持有就要交税：每周交 5% 的税（从你存的 ETH 里自动扣）。税不够了，地块就被收回。
3. 随时被抢：任何人都能按你定的价格 +10% 手续费把地买走��钱立刻到你账上。
4. 赚钱方式：
$SENDOVER 每次交易产生的手续费，90% 直接分给持有地块的人（按你持有的地块数量比例分）。
持有越多地块，分的钱越多。
