Grateful to the @EU_Commission and all 🇪🇺 members for today’s €1.24b disbursement under the Ukraine Support Loan. Financing Ukrainian-made defence equipment meets urgent needs while strengthening Ukraine’s industrial capacity. Thank you for this sustained commitment.
Russia is pursuing a deliberate strategy of terror.
Trying to make daily life impossible for Ukrainians who want to live in peace.
To protect people and infrastructure, Europe is stepping up.
Others must step up their support too.

Ukraine received €50m from @COEbanknews and the Government of Italy @MEF_GOV to support families who lost their homes due to russia’s aggression. The funds will finance housing certificates and help around 2,200 Ukrainian families purchase new homes. Sincere thanks for helping turn international support into new homes and a renewed sense of security for Ukrainian families.
Ukraine received €2.9b from the EU under the Ukraine Facility. For the first time, nearly €800m of this amount comes from the Ukraine Support Loan through the Ukraine Facility. This is an important step in ensuring predictable financing for Ukraine’s budget. Grateful to our 🇪🇺 partners!
Thank you, Commissioner @MartaKosEU, for the personal efforts and engagement in strengthening Ukraine’s financial resilience.
The EU’s strong and predictable support is essential as Ukraine faces continued cruel russian aggression. The link between financing and reforms remains vital for Ukraine.
We count on continued support from the EU, G7 and other key partners.
As Russia intensifies its terror, we are working with Ukraine and our partners to ensure strong and predictable support.
I met Finance Minister @SergiiMarchenk3 ahead of today’s Ukraine Donor Platform to take this work forward.
Financing and reforms go hand in hand. Ukraine’s progress on reforms will unlock another €2.9 billion under the Ukraine Plan. Further reform progress can open the way to more financing support.
The EU is doing its part. But meeting Ukraines needs is a shared effort. We need ambitious commitments from all partners.
Thank you Commissioner @VDombrovskis for the steadfast support of Ukraine. The 🇺🇦 government is committed to fullfill the USL envisaged reforms that bring Ukraine closer to EU integration.
Met with 🇺🇦 Finance Minister @SergiiMarchenk3 to discuss Ukraine’s financing needs, implementation of the Ukraine Support Loan, including the next €3.7 billion payment under 🇪🇺 Macro-Financial Assistance.
We are also working to prepare Ukraine’s financial strategy for 2027.
🤝The EU remains steadfast in its support for Ukraine.
In Brussels, at the @UAdonorplatform meeting, we discussed one of Ukraine’s key priorities for 2027 — securing predictable and sustainable budget financing.
Ukraine’s external financing need stands at $52.6b. Around $20b has expected sources, leaving a $32.6b gap to be addressed together with 🇺🇦 partners.
Ukraine continues to mobilise domestic resources, but the scale of russia’s war puts clear limits on our capacity. We need solutions that preserve macro-financial and debt sustainability — including the use of frozen russian assets and stronger international financing mechanisms.
Grateful to our partners for their continued support and coordination.
Ukraine received $51.5m from Japan under the @WorldBankGroup THRIVE project to strengthen Ukraine’s healthcare system. This brings total THRIVE financing received to $449m.
Grateful to @JapanGov@MOF_Japan and WB for their continued efforts.
€3b of EU support for Ukraine is on the way under the Ukraine Facility, following today’s approval by the @EUCouncil. The decision reflects the progress on reforms: 84 of 95 steps under 🇺🇦Plan are completed. Grateful to the EU for its steady and predictable financial support.
Canada @FinanceCanada provided a guarantee - nearly $841m through the @WorldBankGroup PEACE in Ukraine project. The funds will support social payments. Grateful to Canada and the World Bank for helping safeguard Ukraine’s financial resilience.
Congratulations to Ireland on a successful #ECOFIN in Dublin, and thank you Tánaiste and Minister for Finance Simon Harris @SimonHarrisTD and the Irish Department of Finance @IRLDeptFinance for hosting great event.
During our meeting we discussed Ukraine’s financing needs for 2027 and the importance of securing sufficient and predictable support.
Great meeting w/ @hmtreasury@JohnHealey_MP on the sidelines of #ECOFIN. We discussed Ukraine’s financing needs for 2027, further UK engagement in World Bank's projects & next steps to use revenues from immobilized russian assets for🇺🇦. Continued UK leadership will be critical to sustaining our financial resilience and supporting recovery.
Substantive discussion with @IMFNews MD @KGeorgieva in Dublin. Grateful to the IMF team for the steadfast support and close cooperation with Ukraine. Our immediate priority is to keep the EFF programme firmly on track through the delivery of agreed reforms. This is the foundation for macroeconomic stability and continued confidence among our international partners.
We also discussed the growing pressure from intensified russian attacks, which are weighing on business activity, exports and budget revenues, as well as the need to secure sufficient and predictable financing for 2027.
A warm and meaningful meeting with @ElisabethSvan in Dublin. It was a honour to present Elisabeth with the Order of Princess Olga, III Class, awarded by the President of Ukraine for her personal contribution to strengthening the Ukrainian-Swedish partnership and supporting Ukraine’s sovereignty and territorial integrity.
Sweden has stood firmly with Ukraine since the first days of russia’s full-scale invasion - through budget support, energy aid and recovery financing. It helps Ukraine keep the state functioning, protect financial stability and continue our recovery even under the pressure of war.
Thank you, Elisabeth, for your leadership, trust and friendship. And thank you Sweden for standing with Ukraine. @FinansdepSv

Ukraine continues to deliver on its commitments to international partners.
Today, Parliament advanced two essential tax and customs reforms that bring Ukraine’s e-commerce framework closer to EU standards, strengthen fiscal resilience and support fairer competition for Ukrainian businesses.
This progress also paves the way for around €4b in EU macro-financial support.
Even in wartime, Ukraine remains committed to reform, European integration and responsible public finance.
Grateful to the @ua_parliament for building the necessary consensus and taking the decision needed to move these reforms forward, and to our international partners for their continued trust and support for Ukraine.
Another $841m secured for Ukraine’s budget needs. We signed a new agreement with the @WorldBankGroup, backed by 🇨🇦 @FinanceCanada, bringing the total volume of PEACE project to $54.3b. The financing will help cover critical social expenditures. Grateful to the World Bank and Canada for their continued support. With Antonella Bassani & @bob_saum, we also discussed how to accelerate SPUR 2.0, keep the 2026 DPO on a track, and launch new recovery projects.
Ukraine’s recovery needs not only resources, but instruments that turn support into real projects. With @UNDP Administrator @alexanderdecroo, we discussed energy resilience, recovery financing and ways to unlock more private investment. UNDP has already mobilized over $565m for Ukraine’s energy system — an important contribution to keeping communities and the economy resilient.
@UNDPUkraine
Happy to meet with Muriel Lacoue-Labarthe, Special Envoy of the President of 🇫🇷. Discussions focused on scaling up financial support, investment projects and coordination under France’s #G7 Presidency. Grateful for the steadfast commitment to supporting Ukraine
@FranceenUkraine
Good exchange with 🇬🇧 Ambassador Neil Crompton @UKAmbUkraine on Ukraine’s financing priorities for 2026–27. The UK’s budget support remains vital to Ukraine’s resilience.
35 years ago, Ukrainians restored the independence. The right to choose our own path and future.
Today, we defend this right at an enormous price, with courage, health and, tragically, with lives.
We fight for the day when independence will simply be our reality: secure, undisputed, passed from generation to generation.
Grateful to every Ukrainian defender. Eternal memory to those who gave their lives for our freedom.
And thank you to all our friends and partners who stand with Ukraine and help us defend our future.
Happy Independence Day!
Glory to Ukraine!
