The U.S. has provided tools to enhance IPOA’s self-reliance. In addition to vehicles, 🇺🇸 has provided systems, infrastructure, and equipment to increase law enforcement accountability and put 🇰🇪 in charge of its own future.
Today, I had the pleasure of hosting the Board of Management of the Independent Police Oversight Authority (IPOA) in my office, led by Board Chairperson Issack Hassan. Our discussions focused on enhancing police accountability, fostering stronger community relations, and ensuring justice for all.
As a County Government, we remain committed to supporting oversight institutions like @IPOA_KE in their mandate to promote professionalism, integrity, and public confidence in law enforcement. We will continue working together to create a safer and more just society for the people of Kisumu.

Following distress calls raised through the @LawSocietyofKe Toll Free Line, we set camp at Central Police Station, Nairobi, until 9pm yesternight, where several protestors had been held following arrest during the demonstrations. We held discussions with the OCS over the release of the protestors, but he insisted on holding the protestors overnight to allegedly enable their booking before release in the morning.
This morning, we reported to Central Police Station by 8am to follow up on the release. We were shocked to find that the peaceful protestors were booked with trumped-up charges of mugging. The police have offered no qualification of these allegations, and we therefore demand that the @ODPP_KE desist from allowing vexatious, false charges against the people of Kenya. Nevertheless, we will be in court for the arraignment of all those arrested and will defend them against these spurious claims.
Our teams across all 23 counties that reported demonstrations have been working diligently to ensure no protestors are detained unlawfully. We secured the release of protestors in Kitengela, Kahawa, and Mombasa and will continue to monitor the situation and offer relevant legal intervention. We urge members of the public to continue bringing information to our attention to enable expeditious action on our part.
I represented Kenya at the 44th Ordinary Session of the Executive Council of the African Union (AU) in Addis Ababa, Ethiopia. I articulated Kenya's response to an assertion by the African Commission on Human and People's Rights, staunchly defending Kenya's human rights track record and the integrity of our police service.
I emphasized our government's unwavering commitment to supporting civilian oversight of police work and ensuring zero tolerance to police brutality and excessive force. Notably, I highlighted the crucial role of the Independent Policing Oversight Authority (IPOA), mandated by parliament to ensure accountability for all incidents.
Kenya acknowledges and values the efforts of the African Commission on Human and People's Rights. We will formally submit proposed language for inclusion in the human rights report, addressing specific concerns raised.
The Independent Policing Oversight Authority is Constitutionally and statutorily established to ensure that police are held accountable to the public in performance of their functions, and that the National Police Service strive to achieve the highest possible standards of professionalism.
The Authority recognizes the massive task that was bestowed on the Maraga Taskforce which was formed to entrench reforms in the National Police Service, the Kenya Prisons Service and the National Youth Service.
The Authority appreciates the achievements of the Taskforce that culminated into a report handed to His Excellency the President, Dr. William Ruto, C.G.H., and Commander-in-Chief of the Defence Forces of the republic of Kenya, this afternoon.
IPOA commends the Taskforce for accomplishing its Terms of Reference and in particular, its consideration of 26 past IPOA reports on monitoring and inspections, which sought to address police welfare, tooling and equipment, housing, renumeration and automation of all policing services and general professionalism in the Service.
The Authority expresses confidence that in the same spirit H.E the President, appointed the Taskforce, has assured the uptake and full implementation of its recommendations.
IPOA offers unequivocal support towards implementation of the report bearing in mind that matters that would improve the welfare of police officers, and further enhance day to day operations of the NPS, would lead to a better police service that is citizen-centric.
The Authority also wishes to thank the President, for nominating Ms. Doreen Muthaura who sits on IPOA Board, to the team that delivered this milestone report.

The IPOA Board led by Chairperson Anne Makori early on Thursday afternoon presented the Authority's General Operations Regulations to the Parliamentary Committee on Delegated Legislation. ^SC
