I had been to Gangtok in 2022. It was clean and disciplined. Visited Lachen Lachung Gurudongmar lake. It was clean. Beyond a point there was no plastic bottles allowed also to avoid plastic pollution in the hilly areas.

Concerns of solar panel on tracks - 1. Theft 2. Easily damaged by stone chips used on tracks.
