Jail for false accusations is the answer, not sure where you've got "rape victim" from when we're talking about the people who've lied about it

Or you have video of the "rape" where consent from both is visibly given. Texts afterwards talking about great it was maybe. In cases where its an obvious lie they should be punished as harshly
