Factual: Many homebound or disabled voters do have access to assistance and accommodations.
Grandma can go to vote for a month before the election without getting out of the car. They will go to the parking lot.
Or grandma can call, and they have people go to her house paid for under disabilities billed to the state.

What the change would require: Absentee voters would need to include a scanned/photocopied photo ID (front and back of acceptable forms like driver's license) with their ballot. Current law already requires providing a driver's license number, state ID number, or last 4 digits of SSN on the request/identification envelope—but not necessarily a physical copy for all mail ballots. This aligns with broader Republican pushes (e.g., HB 577/Secure the Vote Act) to add photo ID consistency for mail voting.

Substitute version: A late substitute (or "sub bill") for HB 472 adds requirements for photo ID copies with absentee/mail-in ballots. This was not in the original version and is being added rapidly in the Senate (reportedly considered in committee around June 9-10, 2026, with fast-track passage planned before session ends). The bill text is lengthy (~121 pages) and wasn't immediately public.
