The condition was if Sasuke ever obtained Itachi's Mangekyō Sharingan and encountered Obito (who identified himself as Madara at the time). Itachi programmed the crow with Kotoamatsukami to activate in response to Itachi's Mangekyō, which is why it ended up activating when Edo Itachi met Naruto instead.
