Before the Gorkha (Shah) conquest of Palpa in 1806, Lumbini and the surrounding Terai (including Butwal and Kapilvastu) were controlled by the Sen dynasty of the Kingdom of Palpa.
Earlier in the medieval period it fell under the Khasa-Malla kingdom (Ripu Malla inscribed the Ashoka pillar in 1312). Ancient control was by the Shakya clan of Kapilavastu. The British never held lasting sovereignty there after the 1816 Sugauli Treaty.
King Birendra proposed Nepal as a Zone of Peace in 1975 to institutionalize non-alignment and safeguard independence. Over 110 countries endorsed it (some sources say 112-130), including China, the US, UK and France. India withheld support, viewing it as potentially at odds with the 1950 Treaty of Peace and Friendship that shapes special ties and security interests along the open border and Himalayas. The proposal faded after 1990.
