I have filed a complaint with the SHO, Parliament Street Police Station,
for registration of an FIR against Additional DCP Sandeep Lamba who
assaulted a woman protestor at Jantar Mantar on 20 July 2026.
Yesterday, in the Delhi High Court, the Government's answer to the
petitions on police brutality was that nobody had approached the police
for an FIR.
So today I filed a police complaint.
The complaint invokes:
• Section 74 BNS — assault or criminal force to a woman with intent to
outrage her modesty. Cognizable. Non-bailable. One to five years.
• Section 115 BNS — voluntarily causing hurt.
• Section 131 BNS — assault or criminal force otherwise than on grave
provocation.
• Section 198 BNS — public servant disobeying the law, with intent to
cause injury.
• Read with Section 3(5) BNS.
Where information discloses a cognizable offence, registering an FIR is
mandatory under the Supreme Court guidelines in Lalita Kumari v.
State of U.P.
Thousands of students, parents and children assembled peacefully that
day. Over 90 were injured. There are videos of men in uniform without
name tags, of lathis fitted with nails, of children being beaten.
Every single police officer who illegally assaulted peaceful protestors
must be brought to justice. Not one of them should be spared.
