They are permanent dependents on the state, a number of items should not be purchasable if you’re on benefits, essentials only.

The council said my car was a valid roof over my head as I was earning above the threshold just over 3k pa. I was not entitled to any assistance. I worked my way out alone, no benefits or state help.

Also those on benefits would be given a ID, the ID card would match that stated on the vouchers. Anyone presenting voucher without it would not be able to complete their purchase.

@amyjquayle @BBCNews The basics should be just that. I could not list everything vouchers would cover. Cleaning and Hygiene products would also be covered by vouchers. Equipment provided by the state.

In short, they should not be given cash which they could waste on luxuries they didn’t work for.
