I think the main reason why some folks have the opinion Vigilantes is better than MHA is due to them having different expectations of what MHA should be.

They wanted to see a classic western hero story with shonen elements, an underdog story in a city that treats them like a nobody like a Spider-Man story, and Vigilantes has that while MHA doesn't.

And MHA does not have that because it wanted to be something else that talked about the meaning of heroism and subverted many hero cliches and ideas while also making it part of its identity instead of simply play it straight.

Most MHA fancomics are built similar to Vigilantes, and it is because THAT is what they wanted.

It comes more out of a frustration of what they wanted MHA to be instead of what it was and Vigilantes scratch that itch for them.

I don't think is a coincidence that the same people who think Vigilantes is better claim the Overhaul arc is "the only good MHA arc" in the series.
