Government printing does. That means government willingly creates budgets each year they know they don't have the revenue for.

That isn't a rich problem. That is government choosing to promise more than it can pay for.

Taxes are used to soak up excess monetary liquidity and thus can't recirculate.

You are admitting that taxation isn't used to pay bills. Instead you are admitting that those taxes you paid can't recirculate.
