The rupees 15,000 to 20,000 crores for every season in Punjab, deployed for procurement of Wheat and Paddy, is essentially a short-term cash credit limit organised by the RBI through a consortium of nationalised banks. No formal budgetary provision.

The farmer gets his payment within 3 to 4 days and the FCI could actually make profit on it, if it were not for their pilgrimages, inefficiencies and lack of scientific storage.

Incidentally, the international price is higher than what it costs, the FCI, even after all the expenses, including interest is taken into account. We don’t permit export of food grades, because we want our own Internal Food Security.
