Not 100%, blowing up these boats doesn't stop them from trying, only stops them from succeeding.

Secondary targets should be selected as punitive damages for forcing us to clean up their trash. Treating every boat as an attack on the Country.

Then eventually we'd have a future lacking the need to blow up boats cause they'll either stop eventually, or run out of things to be bombed.
