There is significantly more culture in going to historic landmarks and learning things than going to a club or a beach.

So no I do not think basic recreational activities are typically cultural.
@LyxPar@PHlLOCHS@olyonps I said a ski resort specifically which is curated ski slopes, and your not particularly engaging with nature by going down a mountain at 40+ MPH for the adrenaline rush.
And again this is very similiar to the beach, while you might get a different slope-

The point is you can go on a summer vacation to a coastal area and your not going to get a significantly different experience just lounging on a beach in California than you would in Spain-

Every museum is going to be different with different artworks and historical information, your actively engaging with culture in a museum.
