Enrollment might go down more as a result, but it hasn't been going down because the governor just signed this into law.

@HunterY53516297 @CdpLesbian @komonews Maybe it's only strange to us because we aren't used to it being done that way, but there are a lot of things that we used to think were strange and "unnecessary" that are now considered normal, and we wouldn't dream of going back to the way it was before.
