군단위 현재 예산은 보통 1인당 2천만원이 넘는다는 점을 고려하면 결국 의지와 정책 결단의 문제 즉 예산의 우선순위 문제임을 알 수 있습니다.

특히 최근 주식시장 활성화로 농어촌에 의무적으로 사용해야하는 농어촌특별세가 수조원대로 폭증하고 있는데 이 예산을 종전대로 농로, 교량 등 기반��설 확보에 쓰지 않고 농어촌기본소득 재원으로 활용해서 농어촌 기본소득을 지속사업으로 확정하고 기본소득액을 15만원에서 그 이상으로 높이면
농어촌도 살아나고,
귀농귀어도 늘어나고,
지���소멸도 막고,
국토균형발전도 이루고,
수도권집중에 따른 집값폭등 같은 문제도 완화하고,
행복한 노년도 보장하는 등 일석다조 효과가 있을 것 같습니다.

I wonder if our MyKAD are still valid MEPS ATM cards. If they are, it would be the easiest way to send cash directly to the people. Just preload their MyKAD with a cash balance and allow them to withdraw it from any ATM in the country.
