Poverty isn't the main driver.

Culture is IMO.

Cartagena 🇨🇴 thrives on it while poor conservative Cusco 🇵🇪 has way less, despite heavy normal tourism.

Thailand (relatively low poverty) is the love capital; conservative Iraq/Afghanistan resisted it.

I'm not endorsing the activity.
