CAYETANO’S LEADERSHIP NOW HINGES ON A DEADLOCKED CHAMBER
The Senate has slipped into a razor-thin 11–11 balance as of Monday, June 1, after the arrest of Senator Jinggoy Estrada and the continued absence of Senator Ronald “Bato” dela Rosa, who remains in hiding amid an International Criminal Court arrest warrant.
Estrada’s removal from active duty and Dela Rosa’s non-attendance effectively wiped out two key majority votes, stripping the bloc of its numerical advantage and leaving both sides evenly matched inside the chamber.
The deadlock leaves control of the Senate hanging on a handful of swing votes, deepening uncertainty over leadership and legislative direction.
‘KUNG HINDI KA LANG TULFO, SINUMBONG KO NA KAYO KAY TULFO’
Senate President Alan Cayetano on Tuesday responded to Senator Raffy Tulfo’s dare for him to show up at the plenary session.
“This is not a radio or TV program. This is not entertainment. This is the Senate of the Philippines. So, we have to be more professional. Eh kung hindi ka lang Tulfo at kung hindi lang Tulfo si kapatid mong si Erwin, sinumbong ko na kayo kay Tulfo. ‘Di ba?” said Cayetano in a Facebook Live.
Cayetano was referring to Tulfo’s popular program, “Raffy Tulfo in Action,” where the senator addresses complaints of ordinary citizens.
Tulfo, joined by fellow minority senators, called for Cayetano’s resignation as Senate president after two consecutive absences of the majority bloc from the plenary session on June 1 and 2, 2026. The Senate was supposed to convene on Monday, the same day Senator Jinggoy Estrada was arrested for plunder in connection with the flood control scandal.
