I try my best to avoid criticizing Ghanaian songs or creatives cos apparently they hate the truth and want praise for mediocrity and wonder why the Nigerians and other countries are doing better than them, blaming it on the Ghanaian audience for their taste for foreign stuffs.
Depending on their agreements, an artist can authorize their label or publisher to clear a sample on their behalf OR require that they personally hear the new work and approve it first. So to answer your question, it’s case by case.
If an artist takes an advance — which, by the way, isn’t required — it’s recouped by the label from the artist’s share (their royalty %) of revenue from streams and sales.
Advances are “non-returnable,” so the artist doesn’t literally pay the money back out of pocket.
