The 22nd Amendment says, "No person shall be ELECTED to the office of President more than twice" (emphasis mine)

It does not say serve.
So President Trump could run as V.P. in 2028, after inauguration the President resigns, and President Trump would be President again.

FACT: The 22nd Amendment states that a president may only serve two terms in office, whether consecutive or non-consecutive. Each term lasts four years, so the total allowable time in office is usually eight years.
