At the Third Arab Regional Public Administration Modernization Forum in Rabat, Morocco, the School of Management and Public Administration (SMPA) of the Somali National University proudly highlighted Somalia's remarkable strides in digital governance. Represented by State Minister, Ministry of Public Works and Housing and Director General Bashir Omar of School of Management & Public Administration of Somali National University, the Somali delegation showcased how institutional modernization and innovative e-government tools are actively reshaping the nation's public sector.
Key milestones presented to regional and international leaders included the implementation of the Somali Financial Management Information System (SFMIS), automated port customs via SOMCAS, and the transition to secure, non-cash digital payrolls. Additionally, the integration of unified biometric databases (HRMIS) for civil servants and security personnel has successfully eliminated salary duplication and significantly enhanced administrative transparency.
These transformative achievements—underscored by Somalia reaching the HIPC debt-relief milestone and advancing its National Development Plan—demonstrate a resilient commitment to merit-based public service, good governance, and digital trust. The forum served as an invaluable platform to share these lessons in post-conflict institutional recovery with regional peers across the Arab world.

The School of Management and Public Administration (SMPA) of Somali National University (SNU) has successfully wrapped up a comprehensive 3-day Executive Induction & Leadership Retreat for the newly appointed Cabinet of Ministers from the South West State of Somalia (SWS).
Organized and Hosted by Villa KGS, the program focused heavily on upholding the rule of law, navigating the hierarchy of legal frameworks and regulations, fostering seamless FGS-FMS cooperation, and advancing SWS’s new vision aligned with the National Transformation Plan (NTP 2025–2029) and Vision 2060.
Since the University's goals include contributing to strengthening the quality of government institutions, it is committed to working with transparency and honesty for the benefit of the nation
Following the April 15 MoU signing in Mogadishu, the SMPA delegation, led by the Director General, met with the Italian SNA Vice President in Rome to operationalize our partnership. The roadmap is now set to begin with an initial online courses, supported by a new "Second Level Agreement" to deepen our institutional commitments.
Work is already underway to finalize the TORs and a comprehensive course catalogue by next quarter. With Amb. SMPA Launches Crucial Civil Service Training Programs to Bolster Public Service Delivery
Mogadishu, Somalia – April 27, 2025 – Today marked a significant step forward in strengthening Somalia's public service with the official opening ceremony of the Civil Service Training programs, hosted by the School of Management and Public Administration (SMPA). The event brought together key stakeholders committed to enhancing the capabilities and professionalism of the nation's civil servants.
The ceremony was graced by the presence of the Honorable Minister for Labour and Social Affairs, the esteemed Chairman of the Somali National Civil Service Commission (NCSC), and the dedicated Director of the SMPA, alongside SMPA Trainers of Trainers (ToTs) and enthusiastic Federal Government of Somalia (FGS) Civil Servants selected for three vital courses: Financial Accounting Recording & Reporting, Secretarial Management Training, and Compensation & Benefits Management.
The Director of SMPA delivered a compelling opening address, extending a warm welcome to all participants. The Director underscored the pivotal objectives of the training programs: to formally inaugurate this crucial initiative, emphasize its role in elevating public service delivery, inspire a commitment to excellence and integrity, and cultivate a collaborative learning environment among civil servants. The Director outlined the expected impact of the training in driving national progress and highlighted the fully operational training infrastructure, mobilized and ready ToTs, and comprehensive training materials.
In a candid briefing, the SMPA Director acknowledged persistent skill gaps across Ministries, Departments, and Agencies (MDAs), noting the last comprehensive training rollout occurred in 2022, with only sporadic individual MDA sessions since. The Director emphasized the need to fully leverage existing institutional capabilities for systematic civil service training and confirmed the proposed training schedule is prepared, awaiting final coordination with all partners.
The Chairman of the NCSC delivered a powerful statement on the strategic importance of civil service capacity building. The Chairman reiterated the vital role of a skilled and dedicated civil service in achieving national goals and commended the commitment of the participants to professional development.
The Minister for Labour and Social Affairs then took the stage, emphasizing the government's strong commitment to investing in human capital as a cornerstone of effective governance and social progress. The School of Management and Public Administration (SMPA) recently played a key role in a two-day technical mission focused on strengthening Public Sector Management (PSM) in Somalia. Held in Mogadishu, the mission brought together representatives from the Federal Government of Somalia (FGS), Federal Member States (FMS), the National Civil Service Commission (NCSC), and State level Civil Service Commissions (CSCs).
The mission provided a crucial platform for reviewing the PSM component of the Somali Economic Recovery and Reconstruction Plan (SERP). Participants engaged in robust discussions, evaluating the progress made to date and identifying key challenges hindering effective public sector management. Crucially, the mission tackled critical areas for reform, including pay and grading policies and the modernization of Human Resource Management Information Systems (HRMIS).
SMPA contributed significantly to the mission by presenting comprehensive Training Needs Assessments (TNAs) Results conducted within the FMS. These assessments provide valuable insights into capacity-building requirements for effective public sector management. A first draft of the TNA report was shared with the mission participants, laying the groundwork for future training and development initiatives. This collaborative effort underscores the commitment to enhancing public sector capacity and promoting good governance in Somalia. The insights gained from the mission will be instrumental in shaping future reforms and strengthening public service delivery across the country.
