But the issue is he said “he can never be Japanese” just because he looks different? Isn’t being Japanese goes beyond looks? Like culture and language?

If dogs had language and significant differences in customs surely the buyer will consider it before buying. Identity comes from culture not race

My point is immigrants born and raised in Japan should be considered Japanese if their culture is fully Japanese
