Normally, the ONSA was never really meant to function as a primary coordinator of internal security operations. That responsibility should sit more within the core mandate of the Ministry of Interior.
However, if Nigeria eventually develops something closer to a true Homeland Security style department or ministry, then the role currently being played by the ONSA in certain areas would likely migrate there, at least strictly for internal security coordination.
What we will probably end up with is a far more intelligence driven organization focused on fusion of data, interagency coordination, threat analysis, national response management, and integrated internal security architecture.

The duplicity of our security apparatus is what causes growing insecurities across the zones, resulting from overlapping responsibilities. Everyone wants to show relevance or operational value, and collapsing all into one can achieve the same goal.
