Public debt has become a subject of general interest, which is a very good thing. The current debate is however very badly misinformed. Aaron has done a splendid job of making a highly technical subject accessible to the general public.
So will Kenya return to market with a new issuance in light of the favourable ratings actions by Moody's & Fitch?
The Director General in charge of Public Debt makes a few points:
· While Kenya has not closed the window on returning to market, it will only be done subject to favourable conditions
· The government is "not in a hurry" to return to market given the recent actions that have smoothened out the hard currency maturity profile
· The next significant refinancing pressures will begin showing up post 2030 so the government "has enough time" to get itself organised
What good is ’public’ transport if a significant section of the public cannot use it? If your vehicle or transit station can’t serve persons with disabilities — you are now non-compliant.
The Persons With Disabilities Act 2025 sets the rules:
PWDs have a right to barrier-free access to roads, buildings and transport.
All transport modes — road, rail, air, sea, and pedestrian — must be safe, dignified, and accessible to all types of users with disabilities.
The National Council for Persons With Disabilities can order transport operators (e.g. matatus, Saccos, bus companies) to remove barriers and make their services more accessible to passengers with disabilities.
Public transport vehicles are incentivised to accommodate persons with disabilities, as per standards set by the National Council for Persons With Disabilities. Owners who comply can now claim 25% of modification costs from the Ministry of Finance.
New public and private transport infrastructure must now comply with universal design standards or be denied approval and occupation. applies to both permanent and emergency structures.

I have sat in rooms where no one saw me. I’ve spoken when no one bothered to listen. And still I kept going. Now my Persons with Disabilities Bill is an Act of Parliament!
Being there, when the President turned my ‘Bill’ into an Act by the stamp of his seal meant a lot — not because it was perfect, but because we finally made it happen. This is what it looks like when we refuse to be left behind. #VIP
