Political talks between #Somalia's Federal Government and opposition groups entered a second and more critical phase on Thursday, with discussions focusing on breaking the deadlock over the country's electoral model. Today's talks, facilitated by the United Nations Transitional Assistance Mission in Somalia (#UNTMIS), were attended by representatives from the Turkish, U.S., British and European Union embassies.
During the session in #Mogadishu, opposition groups presented competing election proposals, outlining their preferred electoral systems, implementation timelines and management structures.
The Somalia Future Council, which includes the #Puntland and #Jubbaland administrations as well as the Somali Salvation Council, proposed a Transitional Direct Elections Model 2026 (TDEM). The plan calls for direct elections while retaining the 4.5 power-sharing formula during a transitional period. Under the proposal, voters would directly elect members of the Federal Parliament without political parties participating, while traditional elders would continue allocating clan seats. The model also proposes same-day voter registration and voting, with federal and state elections completed within six months.
Meanwhile, the Nabad and Nolol Party, led by former President Mohamed Abdullahi Farmaajo, proposed a nationwide one-person, one-vote election based on political parties using a closed-list proportional representation system. Parliamentary seats would be allocated according to each party's share of the national vote. The party also called for the government and opposition to jointly oversee election administration and security to ensure a credible and inclusive process.
The Somali Unity Council, led by former Prime Minister Omar Abdirashid Ali Sharmarke, presented a proposal centered on one-person, one-vote elections and a multiparty system to replace the clan-based model. Its proposal envisions direct elections for both houses of parliament through multiple constituencies, the establishment of an independent federal electoral commission, constitutional mechanisms for resolving disputes, and a mandatory 30 percent quota for women in parliament.
The rival proposals are expected to form the basis for continued negotiations aimed at reaching a broad political consensus on Somalia's next electoral framework.
Sources familiar with the negotiations said both sides have adjourned for internal consultations, with talks expected to resume next week as efforts continue to reach consensus on an agreed electoral model.
According to the sources, the Federal Government argues that the opposition remains divided over the type of election it wants, while maintaining its own position in favor of holding one-person, one-vote elections based on a political party system.
Despite the differing positions among Somali political stakeholders, the sources said international partners are exerting significant diplomatic pressure on the parties to reach a compromise.

Fasting on the Day of Ashura Expiates the Sins of the Previous Year
The tenth day of the month of Allah, Muharram, holds great virtue and an ancient sacredness. On this day, Allah – the Most High – saved Musa (Moses) – peace be upon him – from Pharaoh and his people. So the Prophet of Allah Musa – peace be upon him – fasted on the Day of Ashura in gratitude to Allah – the Most High. It is narrated in Sahih Muslim from Ibn Abbas – may Allah be pleased with them both – that the Messenger of Allah – peace and blessings be upon him – came to Madinah and found the Jews fasting on the Day of Ashura. He said: “What is this day that you fast?” They said: “This is a great day. Allah saved Musa and his people on this day, and drowned Pharaoh and his people. Musa fasted this day out of gratitude, so we fast it.” The Messenger of Allah – peace and blessings be upon him – said: “We have more right and are closer to Musa than you.” So the Messenger of Allah – peace and blessings be upon him – fasted it and commanded fasting it.
In Sahih al-Bukhari, Ibn Abbas – may Allah be pleased with them both – said: “I never saw the Prophet – peace and blessings be upon him – so keen to fast a day and give it preference over others like this day, the Day of Ashura.”
When the Messenger of Allah – peace and blessings be upon him – was asked about the virtue of fasting the Day of Ashura, he said: “I hope from Allah that it expiates (the sins of) the previous year.” This is from the great bounty of Allah upon us, that fasting one day expiates the sins of a whole year. And Allah is the Possessor of great bounty.
