Metin Tokel today concluded advanced training for the 21st Brigade, 1st Division of #Somalia’s Gorgor Commando Forces in Manisa, #Türkiye. The brigade is the first complete Gorgor unit to undergo training together at the same time and location.
The National Intelligence and Security Agency says it has arrested nine members of Khawaarij Al-Shabaab who were planning attacks in Mogadishu and the surrounding areas.
NISA said the nine were in hiding in the Garasbaley and Kahda districts and in neighbourhoods of Elasha Biyaha, and that four of them formed a connected network planning attacks on civilians and on the security and stability of the capital. The Agency said it had been monitoring their movements and plans for some time, and that each was arrested where he was found following surveillance and intelligence gathering. Investigations are under way, after which the cases are to be referred to the judicial authorities.

The Ministry of Public Works, Reconstruction and Housing has signed an agreement with UNOPS in Mogadishu for the study and design of a 54 kilometre road and a 100 metre bridge in Hargeisa, in the northern regions.
Minister Ismail Abdi Yusuf said the first phase covers 32 kilometres and is expected to cost around 20 million dollars. The work forms part of the NAGAAD project, a 254 million dollar programme the Ministry is running with the federal member states, under which around 90 kilometres of road are currently in hand, 50 kilometres under construction and 38 kilometres complete, with work under way in Jubaland, South West, Galmudug, Hirshabelle, Puntland and the North Eastern State.

President Hassan Sheikh Mohamud @HassanSMohamud received the Deputy Chief of Defence Forces of the Republic of Uganda, General Sam Okiding, at Villa Somalia, in Mogadishu for a conference of the defence chiefs of countries with forces serving in Somalia.
The meeting was one of a series the President is holding with commanders attending the conference, on security cooperation, accelerating the campaign against terrorism and improving coordination between the countries supporting Somalia's security. The President thanked the government and people of Uganda for their part in rebuilding Somalia's security institutions and in the effort to secure peace and stability, and said the strategic cooperation between the two countries should be strengthened further.

The Council of Ministers has approved the appointed members of the Judicial Service Council under Article 145 of the Provisional Constitution, amending one name from an earlier decision.
The four are Mohamed-deeq Ma'allin Adan, Maryan Sheikh Osman, Abdirisak Mohamed Ismail and Adan Kuulow Macallin Qasim, who replaces Abdiqadir Ali Macalin following a proposal from the Ministry of Justice and Constitutional Affairs. They are senior advocates, legal specialists and academics, and will serve five year terms. The Council's remaining members sit by virtue of office, among them the Chief Justice of the Supreme Court, the Chairman of the Constitutional Court, the Attorney General and the Chairperson of the National Independent Human Rights Commission.

Prime Minister Hamza Abdi Barre @HamzaAbdiBarre has appointed three directors general in a reshuffle across government ministries, made under Article 119(d) of the Provisional Constitution.
Dr. Mohamed Saney Dalmar was appointed Director General of the Ministry of Ports and Marine Transport, Ahmed Yusuf Abdulle Director General of the Ministry of Energy and Water Resources, and Abdullahi Hassan Adan Director General of the Ministry of Labour and Social Affairs. The Prime Minister instructed them to carry out their duties transparently and to press forward with the work of the ministries they have been given.

The Council of Ministers has approved a Rules of Origin Bill submitted by the Ministry of Commerce and Industry, giving Somali exporters the documentation they need to claim duty free access to regional markets.
Commerce and Industry Minister Jamal Mohamed Hassan said goods with 30 percent or more Somali content will qualify for tariff exemption where they are sent, and that the law introduces a certificate showing a product came from Somalia and paperwork establishing its origin. He said the measure follows Somalia's entry into the East African Community and parliamentary ratification of the African Continental Free Trade Area agreement, and is intended to encourage domestic production and the establishment of factories able to export.

Prime Minister Hamza Abdi Barre chaired the weekly meeting of the Council of Ministers in Mogadishu, which took up security, economic development and the introduction of Somalia's third generation polycarbonate electronic passport.
The Ministry of Internal Security reported that amendments to personal data in passports have been stopped entirely to protect the document's standing. Ministers approved a Rules of Origin Bill submitted by the Ministry of Commerce and Industry, received performance reports for the first and second quarters, and considered a plan for an electronic cabinet system. The Prime Minister briefed the Council on his recent visit to the North Eastern State and congratulated Galmudug on its one person one vote election.

Applications are open for the UK government's fully funded Chevening Scholarships, which support Somali professionals to take a one year master's degree at a British university.
More than 100 Somalis have received Chevening Scholarships since the programme began in the country, joining a global alumni network of over 60,000. The programme is supported in Somalia by the Hormuud Salaam Foundation, which is funding two Somali scholars a year through to the 2027/28 academic year. The National Intelligence and Security Agency has paid compensation to the families of four people killed in a communal clash in the Ali Ganey and Hirsi Lugey areas of Galmudug in June, completing a settlement it brokered between the two sides.
NISA Galmudug Regional Commander Col. Hussein Farah Elmi (Dubbad) handed over 80,000 dollars, with 20,000 dollars going to each family, on behalf of Director General Mahad Mohamed Salad, who undertook to meet the payment at a peace conference held at Ali Ganey. By assuming the obligation itself, the Agency removed the requirement for either side to pay the other. Guriel District Commissioner Farah Abdi Ma'allin attended.
