Our neighbouring state, West Bengal, has recently seen a change of govt. Development there is expected to pick up pace, with Union govt giving greater focus on the eastern states - Bihar, Jharkhand, Odisha & West Bengal.

However, in a recent discussion in a group, a more cautious view emerged. Past experience suggests Bengal has often absorbed opportunities that could have benefited surrounding states, esp Bihar.

Examples include:

> The Muzaffarpur UHF Doordarshan Kendra, shut down and its equipment moved to Kolkata to launch the Metro channel.

> Bihar wanted IIT at Sindri, but Bengal lobby took it to Kharagpur.

> The obstacles encountered by the Eastern Central Railway (ECR) project at Hajipur.

> Farakka Barrage in Bengal was built to maintain navigability of the Kolkata Port and supply water to West Bengal. However, it harms Bihar’s river flow (heavy siltation upstream) and flood profile.

> The hurdles faced by the proposed Nalanda International University. We all know how Amartya Sen was determined to get it derailed.

These are just some instances; there may be more.

And I must agree...
Bihar’s decline arguably began with Bengal.

Bihar first became part of Bengal under the Bengal Subah in the Mughal era. Then passed to the British East India Company after the Battle of Buxar (1764) and the Treaty of Allahabad (1765), remaining under the Bengal Presidency until 1912.

With administration centred in Calcutta and dominated by Bengali elites, Bihar was economically and politically marginalised under “Bengal centric” rule. Bengalis secured most top level jobs in the civil service, courts and schools, while Biharis were pushed into lower level roles.

Carving Bihar and Orissa out of Bengal in 1912 was meant to give Biharis their own province, their own capital (Patna) and fairer access to power and jobs.

Our politicians - and, more importantly, our people - must remain extremely cautious so that history does not repeat itself.

Now that the key eastern states have come under one party rule, the Eastern Zonal Council - covering Bihar, Jharkhand, Odisha and Bengal - should be converted into a dedicated funding and nodal authority on the lines of MDoNER.

DPIIT must also establish extension offices in Kolkata, Patna, Ranchi & Bhubaneswar... given its critical role in industrial promotion & FDI facilitation.
