The Crawford Market was built in 1869. The population of Mumbai in 1872 was 644,405, which is less than half of the modern-day population of Mira-Bhayander. The population of Greater Mumbai is now 18 times larger, and if you consider the entire Mumbai Metropolitan Region (MMR), it's more than 36 times larger.
Have we built at least 36 markets the size of Crawford since then? The presence of hawkers across Mumbai's footpaths is purely a product of complete negligence by civic authorities to designate places for civic markets in high footfall areas.
As the population of a city increases, it allocates spaces for schools, hospitals, parks, and sports facilities. Similarly, as the population grows, the underlying demand for goods and services also increases. In a country with our socio-economic structure, much of this demand is for cheap goods. Therefore, it is even more important for civic bodies to take it upon themselves to create adequate spaces for hawkers to conduct business in.
Not doing so is what has left the hawkers completely unmanaged & spilling onto all sorts of public spaces.
Our government administration spends thousands of crores on projects like the coastal road, multiple sea links, and road tunnels. It can easily afford to acquire land adjacent to railway stations (places most suitable for hawking), cluster redevelop them into multistorey commercial complexes that can accommodate existing tenants, hawkers, and still have saleable space left for offices, restaurants etc to cover the construction cost.
We don't even have to provide it for free to the hawkers. Even today, hawkers pay anywhere between 5k to 25k as "hafta," which is pocketed by civic officials who are supposed to keep them out. This neo-liberal market system can easily be internalized to bring revenue to the civic bodies. Generated funds can go towards maintaining the market itself.
If we ensure good integration with the adjacent railway station, similar to Japanese stations, these markets will not suffer from the problems of low footfall that some existing poorly located and badly designed markets have. With multiple wide access points, lifts, escalators, and broad internal walkways, there is no reason why such a market would fail.
Today, hawkers exist because there is demand for them. Merely attempting to solve the hawking problem with eviction drives hasn't worked yet and will never work in the long term
