Here, by being מקיים the Mitzvah of עליה לרגל you’re directly being עובר the איסור of not leaving Eretz Yisrael. The keeping of the מצוה is what causes the איסור

It even says that רב and שמואל would go back and forth to טבריה to hear ר יוחנן and then bring that back to בבל to teach?
