I write about the gap between what Nigeria says it values and what it actually rewards. Incentives over slogans.

[Stephen @Stephenobserves]

Nigerian law still asks for quarterly budget performance reports. For years, they have arrived late. Sometimes more than a year after the quarter they are supposed to explain. The statute did not move. What moved was the feeling that lateness would cost anyone anything. Nobody repealed that expectation. It just stopped being worth raising. Then it stopped being raised.

That is how a requirement stays on paper and leaves the room.

[Stephen @Stephenobserves]

@BudgITng @TrackaNG @seunonigbinde @Thegrey8 @PBATMediaCentre A report is not a change. It is the record the office can no longer pretend it did not see. The action is still the part the system has to price.

[Stephen @Stephenobserves]

@ChidiOdinkalu A judge who must be asked to step aside has already made the court a question. The case is still the land. The office is what is being priced.

[Stephen @Stephenobserves]

@PremiumTimesng A floor is not a classroom. A school that cannot keep a child off the ground has already priced the lesson as optional.

[Stephen @Stephenobserves]

@TrackaNG @realdaveumahi @KwaraGovernment @KogiStateGov @KwaraSDGs @kogistategovng Approved is not built. A road that stops at Omupo is a payment that already cleared.

[Stephen @Stephenobserves]

@FinPlanKaluAja1 A name can unlock a loan. The road that already existed did not need a new one. It needed a budget the system refused to give it.

A circular can look like a decision. It is sent.
It is acknowledged.
It changes no desk,
no date,
no consequence. Circulation is not enforcement.
It is how paper travels while the practice stays.

@BudgITng @TrackaNG @seunonigbinde @Thegrey8 @PBATMediaCentre A project that does not match the need is still a project. It is just not the one the week required. The budget has already chosen.

[Stephen @Stephenobserves]

@FinPlanKaluAja1 The revenue arrived. The interest took it. A country that pays the past before it builds the present has already priced the future as optional.

[Stephen @Stephenobserves]

We are working on it
has no hand on the file. Working does not say who. On it does not say when.
A sentence can travel all day
and still not touch the paper.

Monday inherits the file Friday would not date. People call that a new week. The desk calls it the same question, with a different heading. A week can open and still contain no start.

[Stephen @Stephenobserves]

A Friday file that is left for Monday
has already been answered. The answer is not. The weekend is the close.
People call that rest. The desk calls it a date it did not have to keep.

[Stephen @Stephenobserves]

@BusinesstimesBT Commissioned is not open. A hospital that has not admitted a patient is a building the system has already priced as finished.

[Stephen @Stephenobserves]

A score is not a region. It is what a system has chosen to leave standing in that place. The gap is the policy.

@PremiumTimesng Someone always pays. A discount that does not name the payer has already chosen the account that will cover it.

[Stephen @Stephenobserves]

@thecableng A cut of ₦60 on a price that rose by hundreds is not a return. It is a photograph of the distance.

[Stephen @Stephenobserves]

@ChidiOdinkalu @PoliceNG A uniform that can remove a banner has already decided which campaigns may be seen. The law is what the office allows that week.

@BudgITng @TrackaNG @seunonigbinde @Thegrey8 @NabilaAguele @PBATMediaCentre @EduMinOfIndia A percentage that small is a decision. The budget has already priced the girl as optional.
