if the papers are not based on syllabus so shouldn't we follow the syllabus which are used to declare on official websites or is it right to change the pattern of Paper by ignoring the official syllabus? What should students to or is this gonna happen with upcoming Subjects too?

I just want to draw your attention on this topic which is described in this article about that some important parts of 12th English compulsory paper was not there and was different than the syllabus
