Researching this, I found that there is no religious restriction in the McLaren Walter act. The act did specific things to allow some ethnic groups and others to enter the United States. The act itself was vetoed by the president who was Truman at the time and the veto was overturned by Congress.

Specifically, it has nothing to do with the Muslims holding office in the United States. The constitution deals with this and specifically set up who can and what the qualifications are for holding office in the United States.
