The Henry Nowak case is exactly why the Peelian principles still matter. The question is not simply whether laws were broken, but whether everyone involved remembered their first duty: the preservation of human life. Peel's vision was that the police and the public share responsibility for protecting one another. If officers failed to recognise a medical emergency, that matters. If witnesses concealed vital information, that matters too. A civilised society depends on both police and citizens placing truth and life above procedure, loyalty, or self-interest. When that breaks down, trust breaks down with it.
