I think this is the main point.
Stipend is only part of the problem.
Giving the employment contract will solve the problem systematically.
Once you got employed, and pay tax, all the benefits will followed. Your family will also get covered. Your partner can also work too.
My day has echoed every single thing written on this post. I don't know if it was my browser snooping, or just good luck that brought me to read it. How have we let this happen so far?!
Raising the stipend is just one small step for a few.
If Ireland wishes to be competitive with the rest of Europe, it needs proper employment contracts for all PhDs with healthcare, rights, and benefits.

A stipend = student = stamp 2, which doesn’t include for Non-EUs:
- working rights for a spouse
- access to healthcare / dental benefits
- parental leave
- childcare benefits
All included in a Dutch or German PhD offer.

Numbers:
Health Insurance Increase (used to be 150 euros): 600 euros
Resident Card Fees: 300 euros
Student Levy (covered by grants, except at NUIG now!): 140
Stipend: 18500 per year
(140+300+600)/18500 = 5%

Another unexpected (and completely unnecessary) cost.
In the last year, Non-EU PhD students at NUIG are suddenly expected to fork out 5% of their stipend per year on new costs (breakdown in thread). This is unacceptable. @pgwanuig @NUIGSU @StudyInGalway @nuigalway @USI_Equality
Finally, PGWA are alarmed at the mention of a new requirement that PhD researchers should pay the student levy of €140 themselves, a cost currently covered by most PhD scholarships.
More clarity is needed on this issue @nuigalway

Did you know that children of Non-EEA PhD students cannot access public funded schools and free healthcare? It is ironical that many Non-EEA PhD students are contributing to education and health research in Ireland, an area where their own children cannot benefit from.

@DeptJusticeIRL, give them their passports back. Passports are the property of the governments that issue them. There must be a reasonable basis for holding them. You don't have that. You must return them.
