As far as I am aware the ship time costs are funded by the NSF ARF funds not OOI.

NSF has a history of acting out in ways they were not ordered to so they generate sympathetic news stories when they want $.

It is costing NSF more money to remove things than to just leave them where they are. This is a political ploy by a bloated program for public sympathy
