Hasn't happened yet. It still has to go through a floor vote in Congress and Senate. Will probably be later in the year when final bill goes through. It is completely unacceptable and I consider it an act of treason by the members who proposed it(under the direction of Netanyahu).
If this passes, I think we can say the American experiment has failed. There won't be any voting our way out
